Solution written to ~/SOLUTION.md.

Diagnosis

The environment contains no task-router repo, so I reconstructed the defect from the report. The failure mode is a classic import-time credential read:

tests/test_jev_scoring.py read OR_JEV (directly or via a client construction / config import) at module scope.
On CI the variable is absent, so the failure happens during collection, before any test-level guard can run — turning "credential not configured" into a hard error for the whole module.
The empty-HOME detail points at a config-file fallback in the credential loader, which the read must short-circuit before it is ever reached.

Fix

Move the read from import time to each test's runtime:

plus an optional shared jev_key autouse fixture for DRY use. The client is built only after the guard passes, so a missing key or empty HOME yields a visible skip, never a collection error.

One caveat: since no repository was present, I could not literally execute the suite or confirm the counts myself — the verification section is written as reproducible commands whose expected results come from the report.
