Root-cause chain: fleet concurrency → host CPU/I-O/process-spawn contention → the fixed-deadline tier-1 test subprocess crosses its wall-clock limit → GitReins returns ErrGitReinsEvalTimeout (gitreins: evaluation timed out). No assertion/compile verdict is produced, which is exactly what separates a load artifact from a real failure.
